Cooling towers have a documented, repeating failure pattern
Legionella bacteria grow in the warm water inside cooling towers and can be released into the surrounding air as fine mist. This isn’t rare – it’s the third consecutive year New York City has dealt with a cooling-tower-linked outbreak. A children’s park sits less than a quarter mile from this site, well within the reach of that drift on a daily basis.

THE APPROVED PROJECT
Cooling towers are a recognized amplification site for Legionella and can also aerosolize Pseudomonas and other bacteria and fungi, including Aspergillus, into the surrounding air.
Public health risk
Air & water chemical drift
The approved enclosure has louvers facing the street. Normal operation will send particulate matter and treated cooling-water chemicals - biocides and water-treatment additives - into the air breathed by anyone on the Edgewaster Drive sidewalk, including children walking to school, in strollers, or at play.
Noise
Cooling towers run continuously. The structure sits at ground level, closer to the street than the residential towers it serves.
A broken process
The Board's own notice promised the public a chance to speak live during the hearing. When this item came up, public comment was disabled on the call - residents who showed up to be heard weren't given the chance.
